Suffrage:

Build Suffrage to reduce unhappiness in cities when your government is 'Republicanism' or 'Democracy' and you have units outside your home city.

This is especially important if you defend cities with units like knights to capture barbarian leaders, as without Suffrage, units outside the city generate unhappiness.

Note that Settlers, diplomats, and caravans do not add unhappy people to their cities.
