- 1Early Game: Build cities 4 squares apart. Maximize science output. Focus on production once science is strong.
- 2Key Buildings & Wonders: Construct JSB Cathedral, Suffrage, and ensure you have ample luxury resources (lux).
- 3Government: Transition to Democracy.
- 4Mid-Game Accelerators:
- 5Research railroads: This improves city growth and resource utilization.
- 6Build marketplaces and banks: These enhance tax income.
- 7Research SETI Program: This drastically increases science output, leading to expertise gains every 2-3 turns.
- 8Late Game & Victory:
- 9Research all future technologies (futrtechs).

- 12Acquire all wonders. If an enemy has a wonder you need, acquire it diplomatically.
- 13Maximize score by ensuring all cities are happy. Build aqueducts, cathedrals, colosseums, temples, mass transit, libraries, universities, and courthouses.
- 14In the last 5 turns before the spaceship arrives, shift tax distribution to 10.0.0. Use this distribution occasionally earlier if you have excess money and need city growth.
- 15After a city has all necessary buildings, sell SDI defense or Manufactories to increase wealth.
Tips
- Monarchy Stage: Some players use Monarchy in the mid-game, but it's often considered a waste of trade. Trade is crucial for the Democratic Ostrich strategy.
- City Size & Score: Cities above size 20 do not yield extra score. Consider building a smaller city nearby and using its food to grow two cities to size 20 each.
- City Count: While playable with fewer than 10 cities, building many cities (cornering enemies, populating the world) is part of the fun and contributes to a higher score.
