Rab's magic deals ice damage to groups and dark damage to single enemies. The Zam line has a naturally high critical rate which combos well with Ring of Ruin, particularly once Rab gains access to Kazammle. He's not as good a buffer/debuffer as Veronica and Serena but he's not bad. If you have stronger enemies turned on, Insulatle can be a lifesaver since breath attacks are among the deadlier that you will face.

Since you'll always have a better heavy wand user available, you may want to build Rab around Claws. The active abilities aren't great, with Wild Animaul the best of the bunch, but the passives allow you to build Rab around critical attacks. Be aware that the MP draining passives are rubbish, however.

Rab's Enlightenment tree is OK, but not stellar - compare the costs of Infinite Wisdom to Veronica's Channel Anger ability.
