    From Arroyo, travel south towards the coast, then east and south again to reach San Francisco. The journey may take about four weeks. San Francisco is marked as "unknown" on the world map.

    Upon arriving in San Francisco, go north, turn left after the boxing ring, and head south to find the Brotherhood of Steel building.

    Speak with the guard outside the Brotherhood of Steel building. Inquire about him knowing your name and ask about the Brotherhood of Steel.

    After the guard explains the Brotherhood's history and mentions the Enclave, offer to infiltrate an Enclave base at Navarro and ask for instructions.

    Travel to Navarro. Speak with Chris, the gas station attendant. State you wish to join the Enclave and are a new recruit to receive the password.

    Proceed north to the Enclave installation. Use the password "Sheepshead" to enter.

    Inside the Enclave, locate a building with individuals in lab coats. Ask one of them about the location of the Vertibird plans.

    Go to the eastern maintenance building and speak with Quincy, a man in leather armor. Ask to see the Vertibird plans and tell him Raul needs them. He will allow you to take the plans. Loot other lockers in the area for additional items.

    Proceed to the western maintenance building and speak with Raul, the Vertibird repairman. Tell him Quincy wants to see him. Offer to look after the Vertibirds when Raul leaves. Loot the lockers for more items.

    Find the elevator in the northern section of the base and descend to the basement.

    In the basement, go south and left, and loot the lockers to acquire Advanced Power Armor. You may choose to take weapons and ammo as well.

    Return to San Francisco and give the Vertibird plans to the Brotherhood guard.

    The guard will make copies and return the plans to you, granting full access to Brotherhood facilities. You may take Power Armor and Combat Armor from the base if desired.

Tips
  • If you encounter difficult creatures on your way to San Francisco, it is advisable to run away.
  • Shops like Flying Dragon 8 (west side) and Red 888 Guns (east side) in San Francisco allow for stealing money with a steal skill of around 30%. This can be done twice: once upon entering San Francisco and again after obtaining Power Armor from Navarro.
  • If the interaction with Chris at Navarro does not work, try loading from an earlier save.
