Speaking of the car, it's mostly for convenience. It makes traveling across the map way faster. There's no strict time limit in Fallout 2, so you *could* skip it, but why would you want to walk everywhere when you can cruise?

That Military Base? It's just in there for some extra experience points. Good for leveling up your character before you hit the really tough stuff.
