Learn the best approach to save the mayor's daughter in Fallout Tactics, including how to get the Garand rifle and Neostead shotgun.

Walkthrough
  1. 1
After dealing with initial waves, speak to Elliot. He will ask you to find his brother, Gorgi, in the building to the NW where Deathclaws were previously encountered. Be aware of a couple of Beast Lords armed only with pistols inside. Loot the civilians after speaking with Gorgi. Upon returning to Elliot, he will inform you that the ghouls will join the Brotherhood, adding them to your recruit pool.
  2. 2
Return east to the large building adjacent to the train tracks. Your objective is to enter the town hall and save the mayor's daughter. You must eliminate the sentries outside without triggering the alarms. A strategy is to position yourself on the 2nd floor to pick off two sentries, then wait for the third to approach from the NE. Also, target the wandering Beast Lord with his dogs and the one on the town hall roof.
  3. 3
Prepare to assault the building. Inside, you will face several Beast Lords and a Deathclaw. Before engaging, locate a guard with a Garand automatic rifle; this weapon is superior in range and damage to your current rifles.
  4. 4
You have several options to enter the town hall:
    • Front Door: Direct but carries the risk of setting off alarms before you can stop them.
  5. 5
Side Door: This door is locked and requires lockpicking. The Deathclaw is located nearby.
  6. 6
Second Floor Access: Use the ladder near the side door to reach the second floor. A single guard is present on the rear (NE) balcony. This path leads to stairs that are close to the front door.
  7. 7
If you choose the side door, time its opening with the approach of a nearby sentry to ambush him. Attempt to shut the door quickly to prevent the Deathclaw from entering. After ending combat, deal with the rifle sentry in the middle of the room. Ensure you can exit the door before the Deathclaw reaches you, as Deathclaws appear unable to open doors.
  8. 8
To defeat the Deathclaw once it's behind the door, if combat has not ended: position your fastest character in front of the door (a fast shot magnum is recommended). Place other characters on overwatch. Open the door, fire a couple of rounds, and then close it. This action costs 2 AP. Alternatively, you can confront it directly through the front entrance, aiming to defeat it before it reaches you.
  9. 9
Enter the small room with the desk and the girl. Speak to her and retrieve the key from the cabinet. Proceed to the next room (a larger one with stairs). Set your party to passive, then switch to aggressive to engage the enemies. Loot the room, including a new submachine gun and incendiary grenades from the desk.
  10. 10
Alternative Strategy (via Robert L Burgess): Send a thief character to sneak down the stairs in the building where the daughter is held hostage. The sneak can bypass Beast Lords and the Deathclaw by crawling along the north wall of sandbags. Crawl past three sleeping guards into the room with the daughter. Opening doors while crawling does not alert enemies. Once inside, lock both doors leading into the room using the 'Lockpick' skill on the unlocked doors. Your main party can then enter and engage the enemies without the risk of the Deathclaw or thugs entering the room. The Deathclaw cannot unlock doors, and the thugs will not have time to react if you are efficient. Be careful not to alert or noisily kill anyone near the room with the sleeping guards, as this may wake them.
  11. 11
Descend the ladder to the underground passage. Open the door and advance towards the body. Be aware of enemies waiting behind walls on either side. Throw a grenade at the civilian body to hit both enemies and enter TB (Tactical Battle) mode.
  12. 12
Proceed up the hall, grabbing the ammo crate. At the end of the hall, send one person up the ladder at a time to control movement. Wait for the sentry in the room to turn around, then send your best short-range attacker around the corner to eliminate him.
  13. 13
If enemies outside heard you, they will be crowded against the NW wall. Leave one or two characters to occupy them and send at least one into the NE room to disable the alarm and open the cells. One enemy guards the door. Enter the south cell to find the Neostead shotgun in a chest. This automatic shotgun is powerful and will remain on your active list.
  14. 14
Go onto the roof and engage enemies, prioritizing the Beast Lord commander to the E and those near alarms.
Tips
  • Deathclaws cannot open doors, which can be used to your advantage for tactical retreats or ambushes.
  • Locking doors can prevent enemies from entering a room, offering a safe zone for your party.
  • The Garand automatic rifle is a significant upgrade over standard rifles.
  • The Neostead shotgun is a powerful automatic weapon found in the south cell.
  • Using grenades on the civilian body in the underground passage can neutralize multiple enemies simultaneously.
  • Controlling your party's entry from ladders, one at a time, allows for better tactical positioning.
  • Disabling alarms and opening cells is crucial for progressing through certain areas.
