Advance Wars 2: Black Hole Rising introduced several new elements compared to its predecessor. These include a powerful new unit, unique terrain features, and a roster of new Commanding Officers (COs) and their enhanced CO powers.

• New Unit: The Neotank, the strongest tank in the game, was introduced by Black Hole.
• New Terrain Features: Silos, capable of damaging units in a small radius, and Pipelines, which act as impassable barriers unless their seams are destroyed, were added. Black Hole also utilizes unique weapons like the Black Cannon.
• New COs and CO Powers: Each force gained at least one new CO, with Black Hole recruiting four additional commanders. All COs now possess both a standard CO Power and a Super CO Power, with Sturm being an exception who only has a Super CO Power. Notable new COs include Hachi, Colin, Sensei, Jess, Hawke, Lash, Adder, and Flak.
