Advance Wars 2: Black Hole Rising introduced several new elements to the series, including a powerful new unit, unique terrain features, and a host of new Commanding Officers. This section details these additions.

• New Unit: The Neotank, developed by Black Hole, was the strongest tank in the game, surpassing the Medium Tank.
• New Terrain Features: Silos could be fired by Infantry or Mech units to deal 3 damage to all units in a small area, usable once per battle. Pipelines and Pipe seams were impenetrable barriers, though Pipe seams could be destroyed to create gaps. Black Hole also utilized unique weapons like the Black Cannon.
• New COs and CO Powers: The game featured new COs for each force, with Black Hole gaining four additional commanders. All COs gained a standard CO Power and a Super CO Power, with Sturm being the exception, only having a Super CO Power. New COs included Hachi, Colin, Sensei, Jess, Hawke, Lash, Adder, and Flak.
