Advance Wars 2: Black Hole Rising introduced several new elements to the series. This section details new terrain features, units, and commanders.

• New Unit: The Neotank, the strongest tank developed by Black Hole.
• New Terrain Features:
  • Silos: Rocket units fired by Infantry or Mech that deal 3 damage to all units in a two-square radius, usable once per battle.
  • Pipelines and Pipe seams: Impenetrable pipes that block movement, with destructible Pipe seams allowing passage.
  • Black Hole Weapons: Unique weapons used by Black Hole forces, such as the Black Cannon, not available to the player.
• New COs and CO Powers: All forces gained new COs, with Black Hole receiving four additional commanders. All COs now have a standard CO Power and a Super CO Power, with Sturm being the exception, only having a Super CO Power. New COs include Hachi (Orange Star), Colin (Blue Moon), Sensei (Yellow Comet), Jess (Green Earth), and Hawke, Lash, Adder, and Flak (Black Hole).
