Empire Sites are larger gray and blue warehouses, often with a red SUV, yellow muscle car, or motorcycle parked outside. These are locations you will eventually take over and manage. While they appear on your in-game map later, they are not visible at this point. Motorcycles can be taken from these sites, but the cars are locked. You might also witness gang fights over these sites, providing an opportunity to collect weapons and cash from fallen enemies.

Additionally, you'll find small businesses marked with a blue arrow. These are enterable establishments. Currently, you can only rob them for quick cash, but they are linked to Empire Building, a mechanic you'll utilize later. Some of the enterable businesses include Mal Viento Deli, Hardcore Pawn, Fidl Groceries, Electric Boulevard, Hermit Clothing, Verdi Supermarket, Curve Electronics, Gorilla Salad, Nalgas Grandes Clothes, and various shops within North Point Mall.

Weapons are essential tools for any criminal. There are thirty-three different weapons and items across ten categories. You can only carry one of each type, for a maximum of nine weapons (with one slot reserved for a Camera or Binoculars). To swap weapons within the same slot, approach the desired weapon and press the switch button. Most weapons allow for moderate to very fast movement, with the exception of the Mini-Gun. Each weapon listed includes notes on its use, availability, and cost. Completing Phil's Shooting Range will reduce prices at Ammu-Nations and Stonewall J's.

Slot 1 - Other Items:

  • Camera: Primarily used in the mission "The Mugshot Longshot," but can be kept afterward.
  • Binoculars: Used for scouting from a distance.

Slot 2 - Fist:

  • Your standard bare fist. Can be enhanced with Brass Knuckles. Note: Saving and reloading may cause this weapon to vanish from your inventory.

Slot 3 - Melee Weapons:

  • Baseball Bat: Useful for close-quarters combat.
  • Nightstick: Can be acquired from fallen police officers or found at police stations.
  • Golf Club: Another option for close-range encounters.
