Alright, so you're looking to romance Ibuki in Assassin's Creed Shadows? It's a pretty straightforward process once you know what to do, but you'll need to make sure you're playing as Yasuke and have progressed the main story a bit.

First things first, you can't even start thinking about Ibuki until you've unlocked Yasuke. This means you need to finish the first two Onryo/Shinbakufu targets: 'The Golden Teppo' and 'The Wounded.' After that, you'll play a few more story quests, and then you'll finally have the freedom to switch between Naoe and Yasuke. Once Yasuke is good to go, head over to the Iga Region in the eastern part of the map.

Zoom in on your map until you find the Hijiyama sub-region. Just south of that name, you'll spot Kashiwara Village. That's your destination! When you get there, you'll meet Ibuki for the first time during a quest called 'Ambush Interrupted.' You absolutely have to complete this quest to kick off their chain of quests.
