First things first, when you make it to the third level, head south and then west. You're looking for a room that's absolutely crawling with Super Mutants. Once you're in there, use your electronic lockpicks on the locked door. If you're short on those, no sweat – you can snag some on the fourth floor of the Cathedral.
After you've gotten that door locked down, it's time to tackle the elevator door. You won't be able to use your picks on this one, so just open it up. Hop into the elevator and head down to the fourth level. When you get there, you'll find another door that your lockpicks just won't work on. Open it up, and then make sure you equip that Lieutenant's key into one of your active item slots. Switch to combat mode, interact with the atomic computer to use the key, and then slap on your power armor. You'll need to take out the two mutants that show up. Once they're toast, ditch the power armor and make your escape from the Cathedral.
Quick Tip: You're going to need a solid lockpick skill for this. Seriously, electronic lockpicks are your best friend here. I managed it with about 80% skill, but I'm pretty sure anything 60% or lower just isn't going to cut it.
