The Chia-city is a popular technique in SimCity 2000 where cities are entirely pre-built. This means transportation, power, water, and public services are all pre-constructed. The land is already zoned, and you only need to start the game. If the layout was well-designed, your city should develop nicely. You might experience periods of spotty growth if the initial layout was designed for a large metropolis but the city is still growing and the layout isn't fully compatible. However, the city will survive nonetheless.
