Start a new city, either in the Terrain Editor or with a randomized terrain.

Before doing anything else, type "fund" and accept the bond.

Type "fund" again and accept a second bond.

Open the Budget Window and then open the books on bonds.

Issue a third bond.

Pay off the first two bonds.

If you return to the Budget Window, you will see that you are now collecting negative interest on the bond you still have, meaning the bank is paying you to keep the bond. This will net you approximately $1.5 million a year, which should take care of any money problems.
