If your city lacks a fire department, a bucket brigade will be deployed instead. Similarly, if there is no police station, the National Guard will respond. The number of police and fire units you can dispatch depends on the quantity of police and fire stations you have built in your city. Military dispatch is always limited to a small, set number. The simulator also imposes an upper limit on the total number of emergency units you can dispatch, preventing you from sending hundreds even if your city is filled with emergency buildings.
