These guys are a pain, so you'll want to use your Boomerang to take them out. If you've dealt with Ice Keese before, you can use your Whirlwind to stun them and then strike, but the Boomerang is usually easier here. Once you've cleared them out, use your Boomerang to melt all the snow on the floor. You'll find a mural showing a musical staff with bells. The pattern is Low, Medium, Medium, High, Medium. It's a good idea to remember this or jot it down on your map as L, M, M, H, M. Then, exit this room.
Next, you'll see some icy torches. Use your Boomerang to create an ice sheet on the ground, which will let you step on the pressure plate in the alcove to your right. This opens the door. Now, create another ice sheet so you can move around freely and grab the Red Rupee from the chest. Time to deal with that bell! Push it north, east, south, and west. Before you push it east, make sure to create an ice sheet to bridge the gap so the bell can cross. Once it's across, push it again.
Before you move the bell any further, use the icy torches in this area to light up the two torches in the northern part of the central room. Doing this will make a chest appear in the room to the north, which we'll grab in a moment. Now, back to the bell. You'll see a pool of water it needs to cross. Use your Boomerang to create an ice sheet over the water, then quickly push the bell south, west, and then south again. Once it's safely across the water, push it west, north, and finally east onto the bell tile. Now for the tricky part: hitting the bells in the correct order. You'll need to trace a path with your Boomerang to hit the large bell, then the medium bell twice, the small bell once, and the medium bell one last time. Be careful with your Boomerang path; if it's not optimized, it might stop short, forcing you to restart this part. When you get it right, the door to the north will open. Head through, grab the Red Rupee from the chest, and then go upstairs. You can ignore the Freezard for now.
