Floor 27

Head south to find three large eye switches located in different areas of the floor.

Move Zelda south, then northward through a hall where boulders are rolling from the north.

Hit the switch at the end of the boulder hall to stop the boulder flow.

Move Zelda back south, past the entrance hall, to a high room with blocks.

Destroy the blocks and defeat the Phantom Eye.

Have Link go to this room and read the stone tablet. It instructs you to light flames in the order: the undefended flame, the flame surrounded by sand, the flame surrounded by the abyss, and finally, the guarded flame.

Go to the room just west of the stone tablet to find the torches. Observe them and note the order in which they must be lit.

Move north through the now empty boulder hall, then west.

In the new room, go south and have Zelda destroy the statues and blocks.

Backtrack and head upstairs to Floor 29.
