If you're feeling a bit more adventurous, you can venture into the Seaside Cavern. Make your way deep inside, past an Iron Ore deposit, and you'll find another hidden fishing spot near a small shack. This spot *might* have a slightly better chance of yielding the Wheel-Eye Bream, but you'll have to deal with dungeon enemies to get there. The first spot is definitely the easier option.

Once you've finally caught that elusive Wheel-Eye Bream, head back to Huang. Talk to him, and he'll officially join your Alliance!
