He pops up in a few different spots throughout your adventure, and some of these encounters are tied to the main story. If you don't find him at a particular place the first time you visit, don't sweat it – just keep progressing the story, and he should show up later. When you do find him, just chat with him, and if a little cutscene plays, you've successfully triggered that part of his questline and can move on to the next!

Here's a rundown of where you can find him:

Generally, you'll bump into Sayid Ali the first time you reach a town during the story, following the order listed above. The exceptions are usually your Headquarters and Eltisweiss. It's a bit fuzzy on the exact timing for his second visit to your HQ, and the meeting in Eltisweiss likely happens after you've liberated the town near the end of the game. The very last encounter at your HQ won't be available until you've completed the main story and loaded your clear save data.

On his second meeting at your HQ, Sayid Ali will actually give you the Rune of Radiance, which is a pretty solid Light magic rune. Then, during the third meeting, he'll hand over the Rune of Clairvoyance – this is the only way to get your hands on this particular rune in the game.
