He gets Saito to join him for a drink, and eventually, everyone else at the bar heads off, leaving just the two of them. Once you've dealt with Kawakami, Satow will do some more talking, promising not to stir up any international incidents. Your next task is to find some diaries, journals, and memoirs to give him a look into Japan. You'll find these as sparkly spots on the ground, similar to the Lottery Tickets you might have picked up. The good news is these aren't random; they'll always be in the same locations. Keep in mind, though, that sometimes you'll need to complete specific substories and max out bond gauges to unlock certain Memoirs.
