Make sure you head to the docks in South Fushimi Ichibangai during the daytime; apparently, those ships are shy and only appear then. Once you find it, you'll snag some Precise Machinery and 350 Virtue.

All Chapter 7 Substories in Rakugai

Next, we're heading to Rakugai. This area's nestled between Fushimi and Rakunai. You'll need to have progressed the main story a bit, specifically until Inoue asks you to look into someone familiar. The substory, "Can I Quote You on That?", kicks off northwest of the Scarecrow Chateau in Rakugai, but be prepared, it'll eventually lead you over to Mibu.
