    Locate the sunken ship near the Statue. Use a TNT box dropped near the hatch and shoot it to destroy the hatch, or use a Lockpick or GEP Gun if the TNT fails.

    Enter the ship and use your Light Augmentation (a type of augmentation that enhances vision in dark areas) to find three chests.

    Inside the chests, you will find a SAWED-OFF SHOTGUN, an ACCURACY WEAPON MODIFICATION, and a RELOAD WEAPON MODIFICATION.

    Swim back up for air if you lack the Swimming skill to avoid Torso damage.

    Turn East from the North Dock to reach the backside of the Statue.

    Use the stack of crates to ascend to the area behind the Statue.

    Proceed to enter the Statue of Liberty from the back.

    Behind the Statue, find a Combat Supply Crate at the bottom of the metal crates, containing 6 rounds of 10MM AMMO.

    Ascend the metal crates to reach the top.

    Turn South to find two enemies: an NSF grunt and a mercenary carrying TRANQUILIZER DARTS. Disable them.

    Go around the corner to find a crate with a MEDKIT.

    On the platform outside, take the ramp further up to an entrance. This is one of four entrances.

    Three of the entrances are booby-trapped with a Gas Grenade. Disable and collect them if you are quick. Having the Demolition skill set to Trained helps.

    Collect all three GAS GRENADES and proceed past two terrorists. You can sneak past them to the stairs going down.

    Go down two levels, sneaking past an NSF guy on the skipped level.

    You will reach the old torch of the Statue of Liberty. Disable the patrolling NSF guy and the camera. If you used a Terminal earlier, the camera is offline. A Multitool can disable the camera, or you can time your movement to avoid its gaze.

    On this floor, there is an alarm. Be careful when engaging the NSF soldier, as tranquilizer darts might not incapacitate him instantly. Using a prod or bullet is a wiser option. Beware of the enemy on the upper North level.

Tips
  • Accuracy mods are best suited for your Crossbow.
  • Reload mods are best used for weapons that require frequent reloading, like the GEP gun.
  • Do not use reload mods on your generic Pistol, as you will lose it soon.
  • If you lack the Swimming skill, you will need to swim back up for air at least once when inside the sunken ship to avoid Torso damage.
  • The HAZMAT SUIT protects against hazards but not electricity.
  • If you lack the reflexes to cross the electricity using the forklift, a Multitool can be used.
  • The Laser mod (a community-made modification that changes the game) is very useful on your Crossbow but requires activation when you draw your weapon. This is the only Laser mod available for a significant portion of the game.
  • You can sneak past the terrorists on the way to the stairs going down if you wish to conserve resources.
  • If you used the Terminal earlier, the camera near the torch will be offline.
  • Timing your movement can allow you to avoid the camera's gaze without using a Multitool.
  • Be cautious of the enemy on the upper level to the North, as their vision is limited from that vantage point.
  • You may need to wait for account information found later to withdraw the full 200 base ATM Value from the ATM.
  • Using a Tranq. Dart on the NSF guy on the ring around the laser level can disable him before he triggers the alarm.
