Alright, so you're looking for Intel 25, which is tucked away in the Statue Room on the second floor. This one's a bit of a classic hiding spot – think filing cabinet and a fallen shelf.

First things first, make your way to the second floor of the Statue Room. You'll want to head towards the end of the hall that's opposite the entrance door.

Once you're at the end of the hall, open up that set of double doors.

You'll enter a stairway area. Head up to the very top floor.

When you get to the top floor, look off to your left. That's where you'll find Intel 25, sitting on top of a filing cabinet, conveniently hidden under a fallen shelf.

Tips

While you're in the area, keep an eye out for other items. There are a couple of First Aid Sprays and an Ammo Box scattered around the second floor of the City Hall Lobby, near some fallen debris. One spray is on a fallen soda machine, and the other is near debris blocking the walkway.
When you're dealing with the Spec Ops soldiers in the City Hall Lobby, try to toss a grenade early. If you can catch them when they first appear, before they scatter, you'll get a much better chance of taking them out with the blast.
