Follow this walkthrough to complete Nalia's quest in Baldur's Gate II: Shadows of Amn, from her father's funeral to exposing Isaea Roenall's corruption.
Sometime after clearing the invaders from the de'Arnise Keep, a messenger will arrive bearing a message for Nalia, summoning her to her father's funeral. Agree to go, or Nalia will leave. Do not take too long, as this is a time-limited quest.
When you arrive at the Graveyard District, you will be taken to the funeral. Speak to the well-wishers: Hurgan Stoneblade, Lord Donderbeg, and Lady Tandolan. Lady Tandolan will tell Nalia that Isaea Roenall has been talking about her. Isaea and his father, Farthington Roenall, are also present. Farthington is pleasant, but Isaea is vile. Afterwards, Nalia will vent her anger, and you can leave the funeral.
The very next day, you will see Isaea Roenall again. He will have Nalia arrested "for her own good." Afterwards, Khellor Ahmson tells you that Isaea is corrupt and that you should speak to Barg in the Docks district. Ahmson also suggests examining Isaea's personal papers in his home.
Head to the Docks district and go to the bottom of the stairs between the Sea's Bounty Tavern and Mae'Var's Guildhall to find Barg. Ask him what he does for Roenall, and he will admit to being a pirate. He will also mention Isaea's slaver contact, Dirth, who can be found by the bar in the Sea's Bounty Tavern. Ask Dirth about his dealings with Isaea Roenall, and he will become aggressive and attack. Loot Isaea's Slavery Document from his remains (along with a suit of Full Plate Mail). The document refers to "slave lords located in the Temple District," presumably the inhabitants of the Guarded Compound.
Next, go to the Government District. The Roenall Estate is near the area entrance. Go into the bedroom to find Isaea's Financial Statements. The Council of Six Building is conveniently close, so find Corgeig Axehand and report Isaea Roenall. You need evidence of all three nefarious activities—piracy, slavery, and smuggling—for Axehand to realize Roenall is a rotter. Attempting to coerce Nalia into a forced marriage does not seem to matter.
You will have a scene with Roenall, who tells you that "it's not over." You cannot kill him. Your party members will each earn 7000XP, Nalia will become available as a companion again, and you will unlock the Absolute Power trophy.
