Aqua Pura Controversies: Broken Steel

After waking up in the Citadel and speaking with Elder Lyons, you'll learn about Sarah's injury and the Enclave's retreat. You'll receive the quest “Death From Above”.

Head to the Jefferson Memorial. Inside the Gift Shop, find Agincourt and Alex Dargon (if alive). Speak to Scribe Bigsley to receive three new quests: “Protecting the Water Way” (about bandit trouble), “Holy Water” (about water consumption in Megaton), and “The Amazing Aqua Cura” (about selling water).

Outside Rivet City, speak with Officer Lepelletier. She will ask you to escort a caravan to Canterbury Commons to deal with bandits. If you succeed at a Speech check, she will give you her Plasma Rifle.

Go to Project Purity, follow the river north. Near the Scavenger Shack, you'll find the caravan under attack. Kill the bandits and loot them for the note “A New Meeting Place,” which reveals their headquarters.

Fast Travel to Wilhelm’s Wharf and speak to Split Jack. Join his gang by guessing the passphrase “Mirelurk Stew.” Equip the Metal Armor he gives you. Convince him with a Speech check that he won’t be paid to protect free water, which angers him and leads to him and his gang killing Grandma Sparkle. Alternatively, challenge him to a fight for control of the gang. After dealing with the bandits, return to Rivet City and report to Officer Lepelletier. She will refer you to Scribe Bigsley for your reward. Speak to Bigsley to receive a Gatling Laser, a Plasma Pistol, Enclave Power Armor, an Enclave Power Helmet, Electron Charge Packs, and Energy Cells.

If Megaton is intact, go there. East of the entrance, Rosa is giving “Water Beggar” charity, which results in his death. Rosa will complain to you. Investigate and learn she got the “holy water” from Brother Gerard in Springvale. Find the note “Holy Water Pamphlet” on the door at the entrance to Megaton.

Go to Springvale and find the “Holy Light Monastery.” Speak to Brother Gerard, who gives you “blessed” Holy Water. Drink it to cleanse your tongue and talk to him again. He reveals his order irradiates the Aqua Pura. To get inside the church, you can either expose yourself to radiation at the Tabernacle (activate the switch on the pulpit or play by the tub for more Rads), disarm the two Radiation Traps, kill Gerard for his Monastery Key, steal it, or pick the cellar door (Very Hard). If you get Deadly Radiation Poisoning, Gerard will give you the key.

In the Cellar, speak to Mother Curie III. She explains she spiked the Aqua Pura with radiation to pass on “Atom’s Glow.” You can resolve this by killing everyone, convincing her you are Atom’s Prophet if you have Deadly Radiation Poisoning, or succeeding at a Charisma check to convince her people must willingly accept salvation. Return to Scribe Bigsley for 300 Caps.

Go to the Museum of History and find Griffon selling “Aqua Cura” tonic. Get a free sample by succeeding at a Speech challenge. Inspecting it reveals it's less savory than Aqua Pura. Succeed at another Speech check to learn he bought it from Scribe Bigsley. If you point out it's irradiated (succeed at a speech check), he admits he's selling Dirty Water to Ghouls and Aqua Pura to Raiders and Slavers. A Karma check can yield the same information.

Scribe Bigsley admits to selling water to Griffon to fund deliveries and reveals the drop-off location: the “Museum Authority Building.” Go there and find Ghoul Guards. One has the note “Griffons’ Bottling Instructions,” which can also be found on a table near bathtubs. Loot a Nuka-Cola Quantum from the ladies' bathroom on the top floor.

Return to Griffon and tell him you know. You can coerce him into bribing you for 20% (160 Caps) of his profits per week, or succeed at a Speech check for 50% (400 Caps) per week. Alternatively, take a one-time buyout of 300 Caps. You can also force him to tell the Ghouls his Aqua Cura is bogus, looting his body for 600 Caps. Finally, you can tell him to sell the real Aqua Pura. After this, return to the Citadel to speak with Scribe Rothchild.
