Level 18 Perks

Computer Whiz: Allows re-hacking of computers previously locked out. This perk is generally considered useless as players can save before hacking and reload if locked out. Most computers either lock doors (which can be lockpicked) or disable turrets (which can be destroyed), minimizing the risk of permanent lockout.

Concentrated Fire: Increases accuracy in V.A.T.S. (Vault-Tec Assisted Targeting System) with each subsequent hit on the same body part. This perk is most effective for players who utilize V.A.T.S. and quick-firing weapons. It synergizes well with perks like Sniper and Action Boy, especially for mid-to-long range V.A.T.S. shots with a middling chance to hit, such as targeting a Super Mutant Overlord's Tri-Beam Laser Rifle.

Infiltrator: Allows a second attempt at picking a broken lock, including those previously broken by a 'Force Lock' attempt. Similar to Computer Whiz, this perk is often deemed unnecessary because players can save before attempting to force a lock and reload if it breaks.

Paralyzing Palm: Grants a chance to perform a S.P.E.C.I.A.L. V.A.T.S. palm strike that paralyzes for 30 seconds, requiring the player to be unarmed. This is considered a must-have for unarmed combat builds and highly recommended even for other builds, especially with the additional 10 levels provided by the Broken Steel DLC. It is exceptionally effective against tough single targets like Albino Radscorions, Feral Ghoul Reavers, and Super Mutant Overlords, though less useful against groups like Enclave soldiers or Raiders.
