Location: Rivet City - Bridge Tower

This one's a bit more involved. You'll need to head to Rivet City. Once you're there, make your way up to the highest level using the stairwell. Look for a door leading to the Bridge Tower. When you first go through Vault 101, it's locked with an Average difficulty lock, so you can't get to it. You'll have to wait until the quest "Trouble on the Homefront" kicks off. Once you return to Vault 101 during that quest, find the framed quote, unlock it, and voilà – the schematic is yours.
