You can purchase the Anchor Ropecaster from the Hunter at Sclading Spear for 632 Metal Shards and a Bellowback Circulator. The Bellowback Circulator is an uncommon drop from Bellowbacks.

How to Use the Anchor Ropecaster

This weapon is best used against larger machines susceptible to Shock or Purgewater damage. Keep it equipped to easily fire Binding Ropes at flying machines to ground them. If a machine is weak to Shock, use Shock Ropes to tie it down while dealing elemental damage.
