Leveling Up: Pokemon will attempt to evolve when they reach a certain level. For example, Treecko evolves into Grovyle at level 16, and then into Sceptile at level 36.

For example, stopping Torchic's evolution at level 16 allows it to learn Fire Spin at level 25, which Combusken cannot learn by leveling up. Torchic can also learn Flamethrower at level 43, while Combusken/Blaziken require a TM.
Treecko can learn Mega Drain at level 26, a move its evolved form Grovyle cannot learn. If you raise Treecko past level 29, Grovyle cannot learn Leaf Blade, which is the best move for Treecko/Grovyle/Sceptile.
When evolving with a stone, wait until your Pokemon has learned all desired moves by leveling up, as it may not learn any more moves by leveling after evolution.
