    The Eyes of the Mighty Caesar Are Upon You… Leave the Lucky 38 and be approached by Vulpes Inculta. He bestows the Mark of Caesar, granting safe passage through Legion territory and initiating the quest Render Unto Caesar, the start of the Caesar's Legion end-game. Your Infamy with Caesar's Legion is reset.

    Return to the Lucky 38 and speak with Mr. House. If Benny escaped, you'll be tasked with retrieving the Platinum Chip from Fortification Hill (Caesar's Camp), starting the quest The House Always Wins II. If you have the Platinum Chip, hand it over to Mr. House. He will demonstrate its function. Collect the 9mm Submachine Gun, 9mm Pistol, and Ammo Box from a nearby table in the basement.

    The Moon Comes Over the Tower Leave the Lucky 38 to gain The Strip Fame, likely raising your reputation to “Liked.” You will be approached by Emily Ortal of the Followers of the Apocalypse, who asks you to bug one of Mr. House’s terminals to learn how he stays alive. A successful Barter check (40) will yield medical supplies as compensation.

    Return to the Lucky 38, go upstairs to the west, and find a Terminal behind a bar. Select the option to “Bug the Lucky 38 Network.”

    Return to Emily Ortal outside for your reward: 600 XP, 5 Stimpaks, 2 Doctor’s Bags, 2 Super Stimpaks, 2 Med-X, 2 Today’s Physicians, and Followers of the Apocalypse Fame.

    Speak with Emily Ortal again. She reveals she was responsible for Yes Man's activation for Benny.

    The House Has Gone Bust If you do not wish to side with Mr. House, you can remove him from power. Find a Terminal [Hard] behind stairs north of Mr. House's terminal. If you possess either Lucky 38 VIP Keycard or the Platinum Chip, you can bypass the hack and access the Antechamber.

    Activating the Antechamber will turn all Securitrons hostile. You can either fight them or sneak past them using a Stealth Boy if your Sneak skill is high enough.

    Access another terminal on the western wall of the antechamber to open the door to the Control Room.

    Take the elevator to the Control Room. Cross a bridge and access a final Terminal.

    Choose to “Unseal LS Chamber” and speak with Mr. House. You have several options: kill him conventionally, select “Sterilize LS Chamber” for a chemical bath, or choose “Disable Cerebral Interface” to sever his connection to his network, leaving him entombed.

    Killing or disabling Mr. House completes The House Has Gone Bust and fails either part of The House Always Wins quest. Note that completing quests for one faction will cause quests for opposing factions to fail.
