This area is accessible only after obtaining the Draupnir Spear during the 'Forging Destiny' main quest. Once you have the Mystical Heirloom, return to the Dragon Beach, stand before the stone dragon carving, and use the relic. The dragon will then awaken, initiating the boss fight.
