The Power Plant is an optional dungeon accessible by swimming across the east side of Route 10, before entering the Rock Tunnel. You'll need the Sea Skim Secret Technique from Fuchsia City to access it.

Route 10 Access: Start from Celadon City, go through Route 9, then head north on Route 10. Follow the canal east and then south until you can land on the left, past a trainer's line of sight. Alternatively, stay in the canal and go past the south-east corner before landing.
Poké Maniac Mark: Before entering the Power Plant building, find a Thunder Stone to the right of the entrance.
- Mark's Pokémon: Rhyhorn (Lv. 42, Ground/Rock), Lickitung (Lv. 42, Normal)

Exploration:
- After Mable, head east. In the area with sandbags, take the exit on the right.
- Follow the corridor with oil drums. Search the oil drums in the top-right for hidden Voltorb Candy. Grab the Max Potion nearby.
- Head west above the top row of oil drums. Search the oil drums below for hidden Voltorb Candy.
- At the dead end, a fake item ball (upside down) triggers a battle with a wild Electrode. Search the corner for more hidden Voltorb Candy.
- Wild Electrode Battle: Electrode (Lv. 42, Electric) is fast and uses Thunderbolt or Swift. It can use Self-Destruct.
- Return to the previous room and take the bottom-left exit.
- Grab the X Sp. Def next to a glass cabinet.
- Continue south to a long corridor, then go through the south-west doorway.
- In the next room, head right to find a Rare Candy next to a machine.
