Exit the house, jump down ledges, and return to the Pokémon Center. Go north of the Pokémon Center again, following the path until you find a snow ramp near the entrance to Dragonspiral Tower. Ascend the ramp and head north through Tall Grass to find NeverMeltIce.

After collecting the item, return to the Pokémon Center. Remember to reset your system's date to the correct month and re-enter a building to revert the environment. From Icirrus City, you can proceed to Dragonspiral Tower or head west from the Parasol Lady (southwest of the Pokémon Center) to Twist Mountain.
