At the end of the path south of the Spire of Ringing Truth, you’ll find a group of pillars where this constellation can be examined.

How to Examine the Goblin Constellation

Stand Beside the Southern Pillar

Approach the stone circle from the south, facing the nearby Spire. Stop to the right of the closest pillar and activate the Constellation Helmet.

Use the Constellation Helm to Examine

Use the Constellation Helm's Stargaze ability to examine Constellations. Equip the Constellation Helm as your headgear and in the Function Wheel Menu to be able to use it.

The Constellation Helm is required to examine constellations. You can unlock it in the Scholastone Institute during the Troll Studying Steles quest in the What the Stars Left Behind questline.
