After successfully hunting the Black Lion, return to the Legendary Hunter's cabin. Read his letter, then loot the nearby chest to acquire the full Valortread Plate Armor set, which includes the boots.
The Legendary Animals questline can be initiated in front of Lioncrest Manor in Hernand. Speak to the Wandering Freesword there to begin. Unlike some previous House Celeste quests, this one will not appear in your Journal until you visit the quest giver's location.
