High Priest should be no problem.

In the west wing of the base, an Oni reveals that Isamu is imprisoned in the dungeon.

In the basement, you find imprisoned Manekata and Isamu. Isamu explains that Yuko is the 'medium' of Nihilo and the Mantra army plans to attack Nihilo to capture and kill her. He asks you to save Yuko if the attack occurs.

In the dungeon, a strong door can be forced open if your Strength is around 25, granting access to the Gaia Magatama. This Magatama is endgame content and useful at higher levels.

On level 2, an angry Oni will challenge you to a fight.

On level 3, if you bribed a guard, he will be in jail. An elevator leads to the 60th floor.

From the 60th floor, climb stairs to the 64th floor and enter Gozu-Tenno's room.

You will encounter a Manekata and then Gozu-Tenno, the leader of the Mantra Army demons. He acknowledges your strength and offers you a choice to stock 10 demons instead of 8.

"I refuse": Your Alignment shifts toward Shijima by 4 points. Gozu-Tenno calls you greedy but acknowledges your demonic desire, warning you not to cross him.

"I can't decide.": Your Alignment shifts toward Musubi by 4 points. Gozu-Tenno expresses disappointment but suggests you observe their work before deciding, stating you are fated to join them.

Gozu-Tenno explains that Nihilo threatens the Mantra Army by seeking to bring silence to the world. He declares his intention to invade Nihilo and destroy them, ordering his demons to attack the base in Ginza. He wishes to lead demonkind into a world of Chaos.
