Basically, Anna is a bit of a wanderer. The first time you hit the War Map in Chapter 6, you'll get a little tutorial about her. After that, you'll see a small Anna icon zipping around the War Map. This icon shows you where she's currently hanging out, usually at a Surveying Spot. To get her to come to your [Base Camp], you just need to visit the Surveying Spot that her icon is pointing to.

Once you visit that spot, she'll pack up her bags and head back to your Base Camp, where she'll stay for the rest of that chapter, ready to sell you her goods. Keep in mind, though, that you'll need to have control of the region where her icon is located. If she happens to spawn in a spot that's really far from your Base Camp, you might have to clear out a few Side Quests to get there. She can also move to a different Surveying Spot between battles, so your best bet is to just work your way through the regions in each Chapter until you can reach the spot where Anna is.

Anna's shop is a great place to grab a variety of Seals, items that give permanent stat boosts, and ores. The stuff she sells actually gets better as you progress through the Chapters. While you won't find anything super unique that you can't get elsewhere, the Seals she offers are really helpful. Having access to Anna's shop essentially doubles the number of Seals you can get your hands on each chapter. This is a huge help for getting your units through their class trees, especially if you want to pick up bonus abilities from classes you might not normally go down. Plus, those stat-boosting items are a permanent upgrade, which is always fantastic!
