Crystal Tears

Go to Dawn Winery: First things first, you'll need to head over to the Dawn Winery. It's located southwest of the main city, Mondstadt. Make sure you've got those Teleport Waypoints and the Statue of the Seven unlocked along the way – it'll make getting there a breeze. Once you arrive outside the Winery, you'll spot Diluc, Jean, and Venti hanging out.

Talk to Jean: Approach Jean and chat with her. A scene will play out where Venti suggests combining the Tears you've gathered. He'll notice they're a bit murky and that Dvalin seems to be in pain. He'll then ask you to purify them. Pop those Tears into the Lyre again. Venti will confirm it's all restored and that you can now summon Stormterror with it. After a quick chat, everyone agrees that Starsnatch Cliff is the best spot to do the summoning. This scene marks the end of the quest!
