Act 1: The Lonesome Euthymia

Go to the Statue of the Omnipresent God. Speak with Thoma, Kujou Kamji, and Ippei to learn about the current problems in Inazuma, such as the increasingly aggressive storms, due to the Raiden Shogun taking her defeat badly and deciding to rest. The proposed solution is to check on the Raiden Shogun and potentially take her for a walk to reassure the city.

Go to the Grand Narukami Shrine and talk to Yae Miko. After some convincing, she will give you her Pass Permit.

Make your way to Tenshukaku. Show the guards the Pass Permit to gain entry, then approach the Shogun to trigger a cutscene (a non-interactive cinematic the game plays automatically).

After the cutscene, Ei will reach out and bring you into the distance. Paimon will explain the struggles Inazuma is facing since the Shogun is temporarily disabled. Ei agrees to come out for a walk with the Traveler to help her think and calm the citizens.
