Act 1: Seven-Star Selection

Walk around Liyue Harbor: Start the quest and teleport to the lower Liyue waypoint. A scene will trigger, introducing you to Huixin, the Tianshu's daughter. She explains her father, Tian, is stepping down due to age and suggests visiting him at the Yanshang Teahouse.

Go to the 2nd floor of Yanshang Teahouse: Head northwest and take the stairs to the west to reach the second floor. Speak with Tian. He reveals his intention to step down as Tianshu and his need to find a replacement. He has enlisted Yelan's help to assess candidates. Meet Yelan on the first floor.

Go to Yuehai Pavilion to perform your inspection: Yelan will introduce the three candidates: Qianwei (wealthy entrepreneur), Mingbo (Ministry of Civil Affairs), and Zhiyi (study and travel focused). Make your way to the Yuehai Pavilion in the northwestern corner of Liyue.

Check the candidate’s manifesto (0/3): Upon arrival, you'll witness a scene with the candidates. Yelan explains the assessment process involves two stages: Current Affairs and Planning (manifesto) and a Face-to-Face Interview. Read the manifestos on the table:

• Qianwei’s Manifesto: Focuses on commercial issues, regulations, and incentives.

Zhiyi’s Manifesto: Covers domestic and foreign affairs, checks and balances, and problem-solving.

Mingbo’s Manifesto: Addresses domestic affairs and people's livelihoods, focusing on the greater good.

Check on the three people with Yelan: Proceed to the interview stage. Each candidate will have a chance to impress you and Yelan:

• Qianwei: Comes across as arrogant, insulting, and questions your intelligence.

Mingbo: Appears timid, struggles with public speaking, and focuses on his work at the Ministry.

Zhiyi: Speaks well, says the right things, and accepts accountability.

Report the outcome of your inspection to Uncle Tian: After the interviews, Yelan shares her assessment. She views Qianwei as knowledgeable but proud, Mingbo as detail-oriented but perhaps lacking confidence, and Zhiyi as the most promising candidate. The quest concludes with reporting your findings.
