To Treat the Well-Meaning Well

Find Kurosawa, a Samurai and member of the Shogun’s Army responsible for issuing provisions in Inazuma City. He is located in Inazuma City, southeast of Konda Village, west of the blacksmith. You will find him in an argument with citizens about emergency provisions.

Speak to Kurosawa. He denies hoarding provisions and reveals he recently lost his Vision, which has affected his memory and sense of self. He mentions his house was robbed by Treasure Hoarders and suggests you investigate.

Go northwest from Kurosawa's location to find the Treasure Hoarders by a tent on the beach next to a cliff. Engage and defeat the two Treasure Hoarder Scouts and one Treasure Hoarder Pyro Potioneers. Using a Cryo user is recommended due to the nearby water.

After the battle, question the Treasure Hoarders. They reveal they found nothing of value in Kurosawa's house except IOUs addressed to Miss Aoi, the owner of the general goods shop.

Teleport back to Inazuma City and go to Miss Aoi's general goods shop, southwest of the waypoint (a marker on your map you've manually placed as a destination) at the bottom of the stairs. Speak to Miss Aoi. She explains that Kurosawa has been buying large quantities of food on credit due to skyrocketing prices and his inability to afford them with his current salary. He opened a tab to avoid disappointing the citizens expecting provisions.

Miss Aoi reveals that Kurosawa's tab amounts to 2000 Mora. She states that if he cannot pay soon, he will have to sell his father's sword. She asks if you can pay the tab, which you will do without losing Mora.

Return to Kurosawa. He explains that he gave the citizens a choice to leave or face his sword, and they left. You inform him about the Treasure Hoarders and Miss Aoi's revelation. Kurosawa expresses that threatening the citizens did not feel right, highlighting how losing his Vision has impacted his identity and memory. Paimon suggests speaking to Thoma next.
