1. Rest in Sanctuary for three weeks until the National Guard Training Yard is no longer CLEARED.
2. Make a hard save in Sanctuary.
3. Fast travel to the National Guard Training Yard.
4. Make a quicksave outside the building's doors.
5. Enter and check for a legendary Ghoul. If none spawns, reload the quicksave.
6. If a legendary Ghoul spawns, kill it and check its drop.
7. If the item or its legendary prefix is undesirable, reload the autosave created upon entering the building. This preserves the legendary spawn and item type but rerolls the prefix.
8. Repeat step 7 until you obtain a desired item/prefix combination.
