Alright, so you're looking to check out Covenant in Fallout 4. It's a bit of a unique spot, and you don't *have* to jump straight into the main quest there if you don't want to. When you get to the front gates, you'll find a guy named Swanson chilling. He's the gatekeeper, basically, and he'll tell you about the entrance test, called the SAFE test.

There's also Doctor Patricia, who can patch you up and sells medical supplies, mostly chems and some junk. You'll see other settlers around, but most of them are just there to give you hints for the Human Error quest, so don't expect too much from them right now.

Heads up: Since you're not exactly on the best terms with Covenant when you first arrive, pretty much anything you pick up will be considered stealing. The only exceptions are the items in a guest house – it's a yellow house in the northeast corner of town – and a few random bits and bobs scattered around. You can snag an Overdue Book from a toilet behind Penny Fitzgerald's shop, but honestly, the loot here isn't anything to write home about. However, you can chat up a Mr. Handy named Deezer and get some Deezer's Lemonade. Not only will this help you out with the Human Error quest, but it actually has healing properties too!
