    After escaping Vault 111, tune your Pip-Boy to the "Mysterious Signal" under the "Radio" tab. This will update the quest and mark the Harbormaster Hotel as your destination.

    Travel to the Harbormaster Hotel, located on the eastern end of Boston, southeast of Goodneighbor. Be prepared for Raiders and possibly Super Mutants in the downtown Boston ruins.

    Clear out the Raiders outside the hotel and enter. Proceed through double doors to the west into the "New England Technocrat Society".

    Read the "Lobby Terminal" to learn about JPratt. Note the locked door to the north, then go through double doors to the east into the party room.

    Upon entering the party room, you will be affected by hallucinogenic gas, causing distorted vision. Named Ghouls (Petrovic, Bloomstein, Kawaguchi, Anderson, Mr. Wendt, and Ms. Pennyworth) will appear in phases. Defeat them; they are not particularly dangerous. You can loot Ms. Pennyworth for a Felt Hat, which can be enhanced with Ballistic Weave.

    After defeating the Ghouls, find a skeleton in the hallway south of the party room. Next to it, read "Lana’s Notes" to learn about a password puzzle for the control room at the end of the hallway.

    The password is found by counting Halloween-themed objects in the numbered rooms along the hallway: Room 1 (Specimen Jars), Room 2 (Skull Candles), Room 3 (Teddy Bears), Room 4 (Jack-O’-Lanterns). Each room is trapped, but you can count the items from the hallway. The password is 4346.

    At the end of the hallway, interact with the Keypad on the wall. Input the password 4346 or attempt to guess it if your PER and LUCK stats are 5 or higher.

    Once inside the control room, interact with the "AI Control Terminal", select "System Controls", then "Disable AI Control System" to complete the quest. Also, select "Unlock Safe" for loot.

    Loot the room for a Picket Fences Halloween Special (allows building Halloween decorations), De-Capitalist Helmets, Jack O’Lantern Masks, and a Power Armor Frame (requires a Fusion Core).

    As you leave, a Protectron will activate. Defeat it and enter the maintenance room to the north for additional junk.
Tips
  • The Felt Hat looted from Ms. Pennyworth is a unique headwear item that can be upgraded with Ballistic Weave.
  • The password puzzle can be bypassed by guessing if you have high Perception and Luck stats (PER 5+, LUCK 5+).
  • The password is consistently 4346.
  • The Power Armor Frame in the final room requires a Fusion Core to use.
  • Be cautious of traps in the numbered rooms along the hallway, especially the Laser Turret in Room 3.
