To begin, you need to reach Lightcast Island in the Tabantha Sky Archipelago. The Ganos Shrine is the closest fast travel point. From there, head north to Lightcast Island.

Drop down to the adjacent island below Lightcast Island. Here you will find a prebuilt flying device. Attach any nearby Batteries to it.

Fly to the larger island north of the Ganos Shrine, which is higher than the island with the flying device.

Once on Lightcast Island, you'll see a pond and a mirror shining light into a flooded cave. Head to the northwestern part of the island and interact with the Dragon Ring to drain the water from the pond and the cave.

Enter the cave. You will find two Zonai Mirrors on an altar. Place the first mirror where the light enters the cave.

Place the second mirror on a small island in the now-dry pond. Direct the light from the first mirror onto this second mirror.

From the second mirror, direct the light towards mirrors on two other islands.

For the final mirror setup, locate the opening on the last island and direct the light into it. This light should hit a mirror on the ceiling of the next room.
