He hangs out near a cliff edge, just east of Volcano Manor and north of Hermit Village. To get there, ride north from the Erdtree Gazing Hill Site of Grace, then head through the ravine west of Wyndham Ruins. This leads you to the base of Mt. Gelmir. Keep going north and then west through another ravine, which will put you on the slopes of the mountain. From there, make your way south-southwest towards Hermit Village. You'll find a Site of Grace there, actually named after Primeval Sorcerer Azur, and he's just south of it. Just interact with him, and boom, you've got the spell.

Stars of Ruin

Now, for Stars of Ruin, you'll need to have already met Primeval Sorcerer Azur. Your next step is to find Sorceress Sellen. Show her Azur's sorcery to advance her questline. Use this to enter Sellia Hideaway, which is southwest of Fort Faroth in Caelid. The entrance is hidden behind some gravestones to the northeast. You can either roll into the rock or hit it to reveal the way in. Push through the cave until you find a seal, similar to the ones you've seen at the Raya Lucaria Academy entrance. Use the Sellian Sealbreaker here to find Master Lusat behind the seal. Chatting with him will get you the Stars of Ruin spell.

Founding Rain of Stars

This one, Founding Rain of Stars, is located in the Heretical Rise tower. You'll find it east of the Snow Valley Ruins Overlook Site of Grace in the northeastern part of the Mountaintops of the Giants. Getting to the tower involves crossing an invisible bridge. Look for faint, slow-moving white mist patches on the ground; follow these as they curve left and upwards towards the tower. Once inside, take the elevator up, then follow the outdoor spiral stairs to the very top room. Inside the chest there, you'll find the spell.

Ranni’s Dark Moon

Ranni's Dark Moon is a bit of a journey, as you can only get it after completing Ranni's entire questline, which ultimately leads to the Age of the Stars ending. After that, make your way to the Altar South Site of Grace in the southwestern part of Liurnia of the Lakes. You'll see a statue outside Chelona's Rise. Interacting with it will trigger three giant spirit turtles to spawn in the area. You'll need to hunt them down: one is on the cliffside west of the tower, another is on a ledge far to the east, and the third is floating in the air above a canopy of trees north of the tower. Once you've defeated all three, you'll be able to enter Chelona's Rise and find the spell inside the tower.

Where to Find All Legendary Incantations

Elden Stars

The Elden Stars Incantation is hidden away in Nokron, Eternal City. You can only get into this area after you've defeated Starscourge Radahn. The entrance is a massive hole in the ground west of Fort Haight West, in southeastern Limgrave. You'll see some rocks floating above it. Once you're down there, head to the Great Waterfall Basin Site of Grace. Rest there, and then hop into the coffin located beneath the waterfall. A cutscene will play, and you'll find yourself in a new part of the city, at the top of a waterfall far to the north. From there, head south to activate the Great Waterfall Crest Site of Grace. Then, turn west and use your mount to jump onto the large branches. Follow the branch that leads north into a cave filled with ants. Make your way through this cave until you emerge on the western side. You'll find the Elden Stars Incantation resting on a tree stump.

Flame of the Fell God

This incantation is dropped by Adan, Thief of Fire. He's a boss you'll find in the Malefactor’s Evergaol, located in the southern part of Liurnia of the Lakes. The evergaol itself is along the path northwest from the Church of Irith. Defeat Adan, and the Flame of the Fell God Incantation will be yours.

Greyoll’s Roar

To get Greyoll's Roar, you'll need to defeat Elder Dragon Greyoll. This enormous dragon is located near Fort Faroth in southeast Dragonbarrow, Caelid. Don't worry too much about fighting Greyoll directly; she has a ton of health but is basically on her last legs and doesn't fight back. You will, however, have to deal with the smaller dragons surrounding her. Once Greyoll is defeated (or you've taken out all the lesser dragons), you can head to the Cathedral of Dragon Communion in southwestern Caelid. You can purchase Greyoll's Roar there for 3 Dragon Hearts.
