Pay close attention to what you see: Innsmouther bringing fish to a fire, a man shooting at Usha, and then Usha commanding him to kneel. This sequence reveals that the man, Raymond, was hypnotized and dropped the bag with the note. Now, you'll need to head to the Devil's Reef Hotel to find Raymond.
