Once you're at the Oakmont PD, use the archives to look for reports on these 'bloodless corpses.' You'll find a report detailing a recent attack on Old Church Road in Salvation Harbor. This gives you the address for the next crime scene.

At the Bloodless Corpses Crime Scene, you'll find some Innsmouther corpses and a leather bag. Inside that bag is a note from a hotel owner, which kicks off a retrocognition sequence. Pay close attention to what you see there – it'll clue you in that the hypnotized man, Raymond, dropped the bag. This leads you to the Devil's Reef Hotel.

At the Devil's Reef Hotel, chat with the owner. He won't know where Raymond is, but he'll let you check his room. Inside, you'll find a few things to examine, including a diary. Raymond's diary is the key here, mentioning a flooded lab on Moorland Road and a mission involving a mummy and Usha's whispers. This points you to the Hidden Lab as your next destination.
